your camera was mounted on a tripod and your shutter was open for a long time... maybe camera on bulb?

Not in post. Actually very little adjustment in lightroom or any other program. Yes it was on a tripod but in manual.

manual shutter? isn't that the same as bulb? as in you control how long the shutter stays open... so did I win? If not, my next guess is moon light.

It's kind of the same except in manual mode, you set it then you dont have to touch the camera. You dont want any movment at all with this type of shot. Another hint, it's not so much about the settings as it is about the lighting. Keep guessing.
